How to stop hair loss and stimulate regrowth?

I have a huge forehead. I’m using Minoxidil, but doesn’t seem to be working very well, kind of make hair loss go slower, but I’m still losing my hair. If there’s nothing to do, I’ve heard of surgeries where they put new hair. How does that work? After you have the surgery, does hair grow (is is alive?)? Or is it just fake and dead hair you cannot cut? THANKS
